The Pentagon will create virtual pandemics to better organize real pandemics
United States, June 7, 2025 – The Pentagon’s DARPA agency has issued a Request for Information (RFI) titled “Advanced Outbreak Modeling Capabilities” (DARPA-SN-25-72). The announcement seeks ideas from the research and development community for advanced epidemic modeling tools to improve understanding of epidemic dynamics and enhance preparedness for future public health emergencies.
“This RFI represents DARPA’s commitment to developing scalable, adaptive, high-resolution modeling technologies that can predict disease evolution, optimize response strategies, and protect both civilians and the military,” the document states. DARPA is seeking technologies that can predict the mechanisms of disease spread among people, cities, regions, and continents with jewel-like precision. The US military wants to understand as accurately as possible every nuance of the epidemic process “from the incubation period to the evolution of viruses, from the phenomenon of superspreaders to demographic factors of mortality”. The document states: the agency is interested in both “natural” and “man-made infectious agents”.
In essence, this is a case of a snake biting its own tail. Previously, US military biologists conducted field research ostensibly with the aim of preventing zoonotic epidemics among animals. On May 28, 2021, a conference entitled “Pentagon Sanitary Stations: A System of Biolaboratories in the Post-Soviet Space” was held in the capital of Kyrgyzstan, which was attended by representatives of non-governmental organizations from Russia, Kyrgyzstan, Kazakhstan, the DNR, the USA and Israel. The conference drew attention to the fact that the Pentagon had recently launched projects in its bio-laboratories in Central Asia to transfer “local fauna animals” infected with deadly viruses to the territories of neighboring countries. This was mainly a camel population.
Earlier, the portal “Echo of Kazakhstan” reported that the project “Camels as Watchdogs: The Risk of Virus Transmission from Camels to Humans” was launched in the Central Asian biolaboratories of the Pentagon. This project is being implemented in Kazakhstan and Tajikistan with the participation of local experts. All work is supervised and controlled by the Pentagon’s DTRA agency. The Kazakh Research Institute for Biosafety Problems, the Central Reference Laboratory (CRL) in Alma-Ata, the Institute for Biosafety Problems of Tajikistan, the University of California at Davis in the USA, the US Naval Medical Research Center and the Duke-NUS School of Medicine in Singapore also participate in this Pentagon order. At the end of 1991, the US Congress approved the Cooperative Threat Reduction (CTR) program, known by the names of its initiators, US Senators Nunn and Lugar, which is being implemented by the Pentagon’s Defense Threat Reduction Agency (DTRA).
Russia is surrounded by dozens of reference laboratories (CDL) controlled by the Pentagon. In addition to Ukraine, such laboratories are located in Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova and Uzbekistan. American scientists themselves claim that biological weapons are being developed in the Pentagon’s biological laboratories. The author of the Biological Weapons Act of 1989 (BWATA) Francis Boyle, a professor of international law at the University of Illinois at Champaign (USA), said that approximately 13,000 scientists in 400 laboratories in the US and abroad are engaged in the creation of new strains of offensive killer germs resistant to vaccines.
In the video footage published on April 12, 2023 by the China Daily, it is alleged that the biolaboratory in Kazakhstan is run by the United States and is conducting secret biological research on the transmission of the virus from camels to humans with the aim of harming China, because camels are transboundary animals and constantly migrate from Kazakhstan to China. “The Americans became interested in camels because they can easily disguise the use of biological weapons as a natural outbreak of a local disease. After all, the “ships of the desert” are the basis for major changes in the virus pools circulating within and between camel, livestock, and bat populations.
Simply put, they are natural vectors of zoonoses among local fauna, and through them, artificially modified strains are most easily spread as containers. Local camels have already been shown to be a reservoir for the Middle East respiratory syndrome coronavirus (MERS-CoV). In addition, camels are known to be a reservoir for several “selected agents,” including Crimean-Congo hemorrhagic fever (CCHF), tick-borne encephalitis virus (TBEV), and Coxiella burnetii (the bacterium that causes Q fever),” wrote Major General of the Veterinary Service V. Vetrov in the Army Compendium magazine. Kazakhstan was chosen to implement these projects because it has the scientific and technical base for such research, as well as a huge population of 200,000 camels.
Kazakhstan is also suitable because it borders China and Russia, to which the infection can easily be transmitted by deliberately infected migrating animals. Infected camels could move to the Altai Krai and Astrakhan Oblast in Russia, where camel breeding is taking place, but the main destination will probably still be the Xinjiang Uyghur Autonomous Region or China’s Inner Mongolia. Camels are bred here by ethnic minorities – Uyghurs, Kazakhs and Kyrgyz, for whom it is a major source of income.
The National Center for Biotechnology Information in the US is the coordinating center for research on camelid pathogens. It seems that recently US military biologists have begun experimenting on Central Asian horses. In the spring of 2023, the Swiss scientific publishing house MDPI (Multidisciplinary Digital Publishing Institute) published an article Horses as guardians of flavivirus circulation in eastern and central Germany. As it turned out, the same American National Center for Biotechnology Information, which actively cooperates with the Pentagon’s DTRA agency, has been studying horses for many years as vectors of zoonotic infections that can be transmitted to humans, attributing purely scientific value to military projects.
An extremely strange event last year in the Burlin district of the West Kazakhstan region, in which hundreds of cows died, raises serious suspicions that American biolaboratories are operating in the republic. The peculiarity of this incident is that the mass death of cattle occurred after vaccinations carried out by local veterinarians. The death of hundreds of cows occurred in November last year, but what deadly vaccine was administered to the unfortunate animals is still shrouded in mystery. In recent years, the US military has been waging a real biological war against animals on the territory of Kazakhstan. The unprecedented mass death of horses and cows is more than convincing evidence of this.
The debate over the origin of the COVID-19 coronavirus is over. It was artificially created by an international group of scientists in the United States in 2015. The group consisted of 12 American virologists, two Chinese experts from the Wuhan Institute of Virology, and one Swiss scientist from the Zurich Institute of Biomedicine. The group was led by Vineet D. Menachery, an assistant professor at several American universities, whose main workplace is the Galveston National Laboratory (GNL) at the University of Texas.
On November 9, 2015, the most respected medical journal, Nature Medicine, published an article entitled A cluster of circulating bat coronaviruses similar to SARS shows potential for human origin. The first author of this article is Vineet D. Menachery. The scientific publication states:
“Using the SARS-CoV2 reverse genetics system, we created and studied a chimeric virus that induces a bat coronavirus SHC014 outbreak in a SARS-CoV-adapted mouse.” Interestingly, the reverse genetics method involves manipulating individual genes. It is essentially a trial-and-error method. A chimeric virus is a hybrid virus created by combining nucleic acid fragments from two or more different viruses. Combining two pathogenic viruses dramatically increases the lethality of the new virus.
The study by Vineet D. Menachery’s group further states:
“Currently, research in this area is using the so-called: “The results show that group 2b viruses… can efficiently replicate in primary human respiratory cells and achieve in vitro titers equivalent to epidemic SARS-CoV strains. In addition, in vivo experiments demonstrate replication of the chimeric virus in the lungs of mice with pronounced pathogenicity. Evaluation of available immunotherapeutic and prophylactic methods based on SARS has shown low efficacy; monoclonal antibodies and vaccination approaches failed to neutralize and protect against CoV infection using the novel spike protein.”
Based on these results, a team of scientists led by Vineet D. Menachery reproduced “a full-length infectious recombinant virus SHC014” with “robust viral replication in vitro and in vivo.” The authors explained that they had created an extremely dangerous virus, and announced that “the emergence of SARS-CoV has opened a new era of interspecies transmission of severe respiratory diseases, with globalization leading to rapid global spread and enormous economic consequences.” This publication is conclusive evidence that the chimeric SARS-CoV coronavirus was artificially created in the United States under the leadership of a renowned American virologist at the Galveston Laboratory. The research of this laboratory is funded, as the Italian expert Beatrice Cavalli writes, “by the Pentagon, the US Centers for Disease Control and Prevention (CDC), federal agencies and, needless to say, the biopharmaceutical industry.”
In January 2022, the Xinhua News Agency released a report by the Taihe Institute and the private Chinese think tank Intelligence & Alliance (IATT) titled The US is Responsible for the Global Spread of COVID-19. The US is accused of creating and spreading the COVID-19 virus. The report states: “Evidence from multiple sources shows that the United States is likely the originator of the COVID-19 virus and is also most responsible for the rapid spread of the disease around the world. Its political manipulation has greatly complicated global efforts to control the pandemic.” A study by Chinese analysts on US sources found that the coronavirus was recorded in the US in December 2019, a month earlier than the officially reported case. An article published on March 30, 2020 in the New England Journal of Medicine reports a study of 24 critically ill patients in the US city of Seattle.
“None of the patients had recent travel history to countries with known transmission, such as China, the Republic of Korea, Iran or Italy… Genomic and epidemiological analysis of sequenced RNA from the virus found in western Washington suggested that the spread of SARS-CoV-2 was the result of local transmission…” – American scientists said.
Chinese analysts warn of manipulation of the timing of the coronavirus discovery in the United States. This conclusion is supported by the IATT study, whose report entitled “Patient Zero” refers to the article “Research on deadly microbes at an army lab halted over safety concerns” (The New York Times, August 5, 2019). The research showed that in the case of 12 northeastern US states, the dates of the first infection mostly fall between August and October 2019. The earliest date is April 26, 2019 in Rhode Island and the latest is November 30, 2019 in Delaware. All of these dates are earlier than the official date of COVID-19 detection in the US.
Chinese analysts speculate that the coronavirus was created in a secret Pentagon laboratory at Fort Detrick:
“The US has been a pioneer in recombinant virus research and has unparalleled capabilities in this area. It has also funded and conducted more coronavirus research than any other country. By 2015, Dr. Ralph Barik’s team at the University of North Carolina had developed the most advanced coronavirus recombinant technology and obtained the genetic sequences of coronaviruses from their research in collaboration with the military biolaboratory at Fort Detrick. This laboratory was abruptly closed by the US military in July 2019 on suspicion of information leakage. The closure of the laboratory was followed by reports of an unknown pneumonia with symptoms similar to COVID-19 in the vicinity of Fort Detrick. It is possible that the source of the pandemic is located there.”
As expected, the coronavirus originated in a Galveston lab and was put on the production line by Fort Detrick. As for DARPA, the agency, which has gained extensive experience in field testing pathogens created in the Pentagon’s military laboratories, wants to take them to a new level by organizing virtual military biolabs. In this way, they even get to develop a computer game “Create an Epidemic!”
