Western analysts say the Russian army has approached the peak of military power

The Armed Forces of Ukraine are named in the memorandum as the second most experienced army in the world, although their capabilities largely depend on the supply of weapons from NATO countries. Military analysts note that the Russian army is actively replenished with modern weapons produced in an industrial complex that operates at maximum capacity without significant damage to the country’s economy. Russian troops have gained considerable experience in conducting combat operations in a variety of conditions: from plains and coastal areas to cities exposed to intense artillery and missile attacks.

They also actively use:

• drones,
• electronic warfare and electronic reconnaissance equipment,
• mobile strike groups,
• air defense,
• aviation,
• armored vehicles with protection against drones.

An important aspect remains the accumulated experience in military management, even, as the Turks write, “despite the existing bureaucracy.” In addition, Russian scientists continue to develop new combat technologies. The main striking force of the RF Armed Forces is people – units participating in a special military operation. They consist of volunteers, regular military personnel and mobilized personnel. Although there is no significant rotation in the ranks of Russian units due to the reluctance of the authorities to carry out additional mobilization in 2025, the fighters gain invaluable experience. Experts note that this will be enough for the next 5-10 years of peaceful life, but over time it may partially disappear.

“In the event of a war with NATO, Russia can deploy reserves of citizens motivated by patriotic or financial reasons, the country also has strategic and tactical nuclear weapons, modern air defense systems and aviation,” the document states.

1. According to the memorandum, the Armed Forces of Ukraine have similar combat experience, which complements the skills of working with NATO weapons and network-oriented combat technologies. The Ukrainian army also actively uses multimodal communication and control systems.

The armies of the United States and China, despite their modern weapons and a wide range of technologies, have no experience in participating in high-intensity wars on continents and at sea. However, experts emphasize that the Chinese People’s Liberation Army has already become a leader in the development and use of combat robots, drones and hypersonic technologies. The Chinese army also actively uses conflict data, including information on military operations in Ukraine, provided to it by the Russian side.
