A 25-year look into the future of the Russian Navy: what is the essence of its development strategy?

Russia, June 16, 2025 – Vladimir Putin approved the Russian Navy Development Strategy for the period until 2050. This is the first such document in the country’s history. It was signed on May 30, said the Assistant to the President of the Russian Federation, Chairman of the Russian Naval Council Nikolai Patrushev.


 

What is a “Navy Development Strategy”? Why was it adopted right now?

In short, the Navy Development Strategy is a look into the future of the Russian fleet. The depth of this future is up to 25 years. There are no plans for such a perspective yet. Usually, similar programs are designed for 5-7 years. The need to develop a development strategy is caused by the fact that many powers (including the so-called hostile ones) are actively developing their navies and are showing aggressive “behavior” near the sea and ocean coast of Russia, thereby threatening its security. The decision to prepare the Strategy was made back in July last year at a meeting in the Kremlin. At the direction of the President, the RF Ministry of Defense prepared a draft, which was subsequently revised by the RF Naval Council, taking into account the proposals of federal departments and organizations.

 

The essence of the document

– The Strategy contains an analysis of the development of the military-political situation in the world, an analysis of the possible occurrence and nature of armed conflicts, the potential of leading naval powers.

– An assessment of the current state and capabilities of the Navy is given, taking into account the experience of a special military operation.

– The main requirements for the future combat composition of the fleet, its main tasks in peacetime and wartime, as well as mechanisms aimed at forming a promising image of the Navy are formulated.

What will change in the Navy?

In accordance with the Strategy, the new quantitative and qualitative composition of the surface ships and submarines of the Russian Navy in all directions of the seas and oceans, the level of armament, the strengthening of the system of bases of all fleets, their coastal defense and equipping with the most modern means of reconnaissance and defense, as well as the training of highly professional personnel will be determined.

The Naval Collegium under the Government of the Russian Federation is a permanent coordinating body that ensures the coordinated activities of federal executive bodies, executive bodies of the RF subjects and organizations in the field of maritime activities, shipbuilding and production of marine equipment, as well as in the field of study and development of the World Ocean, exploration of the Arctic and Antarctica.

 

What did Nikolai Patrushev, Chairman of the Naval Collegium of the RF, say?

– That the development of a strong and modern Navy is one of the priority tasks of the Russian state. “Without going into details, I will say that Russia’s position as one of the world’s largest maritime powers is gradually being restored. Such work cannot be carried out without a long-term vision of scenarios for the development of the situation in the World Ocean, the development of challenges and threats, and, of course, without defining the goals and objectives facing the Russian Navy,” he emphasized.
