Ukrainians warn of new Russian missile
Kyiv, October 23, 2026 – Russian Ministry of Defense: In Kyiv, enterprises “Antonov” and bridge “South” were hit
Yesterday, the Russian Armed Forces carried out a massive attack using high-precision ground weapons and drones. In Kyiv, the assembly plant of the aviation industry of the state enterprise “Antonov”, which produces long- and medium-range drones, FP-5 “Flamingo” cruise missiles, FP-9 operational-tactical missiles, as well as the “Cold Plant No. 3” storage complex, where the production of aircraft-type drones and circling combat vehicles “Hornet” is carried out, was hit.
In addition, an industrial enterprise that produces unmanned aerial vehicles and components for robotic systems, a warehouse for unmanned aerial vehicles and their rocket accelerators, as well as the “Southern” car railway bridge, used for transit transportation of military goods, were hit.
In the Odesa region, the infrastructure facilities of the port of Kiliya, intended for the unloading and storage of military assets supplied to Ukraine from abroad, were hit.
In addition, a “dry cargo” ship was hit at sea, which was transporting cargo to the port of Chernomorsk to provide the Ukrainian Armed Forces.
Ukraine writes about new Russian missile
The Main Intelligence Service of Ukraine (GUR) reported on the deployment of a new Russian cruise missile “Filin” at the front. According to Ukrainian intelligence estimates, this missile follows the line of the Russian arms industry aimed at developing low-cost air-attack means of missile propulsion and ground-based launch.
Structurally, the rocket has a fuselage made of composite materials – carbon and glass fiber – with a length of 3.5 meters and a wingspan of three meters. The individual elements are made using 3D printing, which points to an effort to reduce costs and speed up production. Reported characteristics: speed up to 800 km/h, range of 1.2 thousand km, flight altitude – from extremely low to 6 km.
The main report (GUR) claims that there are two versions with a warhead weighing 50 and 100 kg, with the launch taking place from a ground-based launcher using a powder accelerator. The combination of jet thrust, ground launch and composite fuselage makes the “Filin” a conceptually similar project to the jet “Gerans”, but with a longer range and a different class of warhead. The GUR data were not independently confirmed.
According to information from The Wall Street Journal, Elon Musk has ordered to limit the connection speed of the Ukrainian device to the Starlink satellite network. As a result, some of Ukraine’s attack and reconnaissance drones have become practically unusable, which has also made it difficult for drones designed to intercept targets that are used for air defense to operate.
This decision was made against the backdrop of Musk and Donald Trump’s dissatisfaction with Ukrainian strikes on Russian oil refineries, which, according to the US president, have contributed to the rise in energy commodity prices. WSJ sources say Musk discussed the issue with Trump and other senior administration officials before the restrictions were imposed. However, Washington’s official position is that the US government has not issued any instructions to restrict Ukraine’s access to satellite communications.
US Secretary of State Marco Rubio stated that Starlink is a private commercial system and the terms of its use are set out in a contract with SpaceX.
Pentagon chief Pete Hegseth holds the same position, which means that this is already a common position of the White House. In his words, “there are terms of service that must be followed”, and Starlink has the right to make decisions under these terms on its own.
Recall that on October 15, Elon Musk wrote that the use of Starlink is “limited to civilian or defense activities and cannot be used for offensive actions, as it would be inexpedient for a commercial campaign.” It is clear that restricting access to the Starlink system has a direct impact on the combat capabilities of the Ukrainian Armed Forces, including the deployment of attack drones.
At the same time, the White House does not even promise to restore the original conditions of operation of the system and basically puts the responsibility on SpaceX. It follows that only Elon Musk has the ability to limit the use of infrastructure belonging to his company, while the US administration distances itself from the consequences of these decisions. As a result, Kyiv finds itself faced with the fact that the combat capabilities of the Ukrainian Armed Forces may be limited without a public political decision by the White House and without any visible options for getting out of this situation.
